Sarkaria Commission

The Sarkaria Commission was a commission appointed by the Government of India in 1983 to examine the center-state relations in India and to suggest changes in the existing framework of relations. The commission was named after its chairman, Justice R.S. Sarkaria, a former Chief Justice of the Supreme Court of India.

The commission submitted its report in 1988, which contained detailed recommendations on various aspects of center-state relations. Some of the important recommendations of the Sarkaria Commission are:

  1. Role of Governor: The commission recommended that the Governor should be a neutral person, who should not be actively involved in the political affairs of the state.

  2. Appointment of Chief Minister: The commission recommended that the Governor should appoint the Chief Minister who has the support of the majority of the members of the Legislative Assembly.

  3. President's rule: The commission recommended that President's rule should be imposed only in extreme situations when the constitutional machinery has completely broken down in the state.

  4. Inter-state disputes: The commission recommended the creation of permanent inter-state councils to resolve disputes between the states.

  5. Financial relations: The commission recommended that the center should provide greater financial autonomy to the states and reduce the discretionary powers of the center in financial matters.

  6. Center-state coordination: The commission recommended that there should be better coordination between the center and the states in areas such as planning, economic policy, and national security.

The recommendations of the Sarkaria Commission have been referred to in several court judgments and have also been the basis of several changes in the center-state relations in India.
